Folsom, then Secretary of HEW, wrote expressing his reservations regarding the Senate's proposed increases in NIH appropriations. These exceeded the "optimum rates of increase" as determined by his study group, and he worried that excessive funding might outstrip the ability of institutions to use it productively, and increase the number of grant applications beyond the capacity of review groups at NIH, thus affecting the quality of research funded. He did support funding for full indirect costs of research supported by NIH grants.
