To identify lessons learned from the COVID-19 pandemic, the Office of the Assistant Secretary for Planning and Evaluation contracted with Mathematica to examine (1) the size and composition of the public health workforce at state, tribal, local, and territorial (STLT) public health agencies before and during the pandemic, (2) strategies and supports used by STLT public health agencies to surge the governmental public health workforce during the pandemic, and (3) lessons learned and recommendations for directing investments in the STLT public health workforce to prepare for future pandemics. Mathematica conducted a targeted literature scan focused on quantitative data on the STLT public health workforce and 27 semistructured key informant interviews with state and local health officials, federal government officials, and other workforce experts involved directly or indirectly in surge staffing. In this white paper, we summarize findings across the literature and interview data.
