This report summarized preliminary findings and recommendations of the subcommittee on Improvements in the Federal Criminal Code. The subcommittee, chaired by Texas senator Price Daniel, counseled against any type of "ambulatory" addiction treatment, whether through clinics or individual physicians, and recommended that voluntary admissions to the federal narcotic farms be ended, so that addicts would have to go through the justice system to get treatment.
