Kolb replied to Ziegler's inquiry about a physician at his sanatarium who had given leave to a patient, and a supply of morphine, so the patient could attend a conference. Kolb thought this a poor decision, given the possible outcome for the patient, and cautioned that the Bureau of Narcotics would not regard it with sympathy.
