Treadway answered Kolb's inquiry regarding limitations or quotas on the number of voluntary patients that could be admitted to the Narcotic Farm from a given county. He noted that there were no limitations, and that agents of the Bureau of Narcotics had misunderstood an early memo regarding such admissions.
