This film illustrates a fictional town's response to a local emergency. After a deadly tornado causes an explosion at a chemical plant, the rattled community responds to the event and prepares itself for the next disaster. Mr. Richard Barnes, a local hospital administrator, Dr. James Hickman, the city's public health officer, and Tom Ryan, chairman of the medical society's disaster committee, work with the city's director of civil defense to develop an emergency defense plan. Within the medical committee, they coordinate the separate plans of the three local hospitals, take inventory of available medical supplies, and work with the local nurses' association and medical society to organize all available health professionals. They also develop food, transportation, and communications' networks by working with local food vendors, the police department, trucking companies, and the transportation department. To test the health service plan with other emergency services, the city holds a full-scale emergency drill to assess its effectiveness in an actual crisis.
