In this speech, Fogarty reflected on the growing role of the federal government in many areas that were formerly the responsibility of state and local governments--and the apprehension that this trend provoked. He also reflected on whether more federal involvement is always a good thing when it comes to education, even though education (like everything) costs more; and also the additional duties that schools are being asked to assume, and the right of teachers to protest when their pay remains so low.
