- Abstract:
- Requires that volunteers receive a physical examination upon mustering into service to be sure they are fit and to prevent future claims of disability for pre-existing conditions, tightens up resignation procedures of volunteer officers to reduce abuse, and clarifies that non-English speaking volunteers may serve with regiments whose officers speak that language, but not with English-speaking regiments.
