Fredrickson revived the Director's Advisory Committee (DAC), established in 1966, specifically to make recommendations on policies and regulations regarding recombinant DNA research. It served as a companion committee to the NIH Recombinant DNA Advisory Committee, popularly known as RAC, which was chartered in 1974 in response to concerns expressed by prominent molecular biologists about the safety of recombinant DNA, or gene-splicing, experiments.
