In this article, Sawyer, as director of the State Hygienic Laboratory, described how California's State Board of Health had developed their program to control and prevent venereal diseases, starting in 1911. He also discussed the larger wartime effort to control the diseases. Later in 1918, Sawyer joined the Medical Reserve Corps and directed a similar program in Newport News, Virginia.
