In this photo (from left to right), then current U.S. Surgeon General Joycelyn Elders (who served from 1993-1994) and former Surgeons General Antonia Novello (1990-1993), C. Everett Koop (1981-1989), Julius Richmond (1977-1981), Paul Ehrlich, Jr. (1973-1977), and Jesse Steinfeld (1969-1973) are testifying before a Senate panel opposing a proposed federal policy that would require written parental consent to provide contraceptives to unemancipated minors.
