In this speech Koop continued his campaign to improve health care and the quality of life for children with disabilities, most prominently children who require the aid of a mechanical ventilator to breathe. Koop urged that home care be made available to such children, in place of much more expensive care at hospitals which were often located far from the child's family. Koop sought ways to make funds form Medicaid, the joint state and federal system of health care for the poor and disabled, available to pay for such home care.
