Klausner, Global Health Director of the Gates Foundation, had asked Varmus to chair a panel of senior scientists charged with formulating specific challenges in global health where the latest knowledge and research might save lives in the third world, and then oversee the grants process. The Gates Foundation provided $200 million for the initial phase. This is Varmus's initial recruiting letter. He noted that management and staffing for the advisory board would be provided by the Foundation for the NIH.
