Among the many issues that Varmus coped with in his first years as NIH Director was the work of the Technology Transfer Advisory Committee. NIH had been recently named as lead agency for implementing the Federal Technology Transfer Act in the Public Health Service, and yet there was no formal written policy for this. The TTAC, as outlined in this statement, would formulate NIH policies and also advise Public Health Service personnel and the public on how those policies work.
