Varmus's revised draft of "Proposal for Focus on Complementary and Alternative Medicine," written several days after Senator Harkin called for establishing a Center for Complementary and Alternative Medicine at NIH (see Congressional Record, 9/23/97); it proposes a new office--not center--with more funding and authority, under the Assistant Secretary for Health. Varmus was opposed to expanding the Alternative Medicine office into a formal NIH center, and he and his staff formulated several other options to avoid this, although the legislators prevailed in the end.
