In this report, covering the second year of the Division of Anesthesia at Columbia-Presbyterian Hospital, Apgar noted that the current anesthesia staff was not large enough to comfortably cover peak demand periods, and broached for the first time the issue of professional fees for physician-anesthesiologists. Both fees and staffing became major challenges for Apgar as chief of the division.
