Be it enacted by the Senate and House of Representa- tives of the United States of America in Congress assembled, That section 101 of title 20 of the United States Code is amended to read as follows: “§ 101. Permanent trust fund; annual appropriation -“The sum of $250,000, set apart as a perpetual trust fund for the purpose of aiding the education of the blind I © oOo VF DD oO FF WO DH FH De RR a a sp a ee So © ma HO oO FF HSH DB BF SO 21 22 23 24 20 2 in the United States through the American Printing House for the Blind, shall be credited on the books of the Treasury Department as a perpetual trust fund for that purpose, to be held by the Secretary of the Treasury; and the sum of $10,000, being equivalent to 4 per centum on the principal of said trust fund, is appropriated out of any moneys in the Treasury not otherwise appropriated, and such appropria- tion shall be deemed a permanent annual appropriation and shall be expended in the manner and for the purposes authorized by sections 101, 102, and 104 of this title. In addition to the permanent appropriation of $10,000 made in this section, there is authorized to be appropriated an- nually to the American Printing House for the Blind such sums as the Congress may determine, which sums shall be expended in accordance with the requirements of sections 101, 102, and 104 of this title, under rules and regulations prescribed by the Secretary of Health, Education, and Welfare.” Src. 2. The first sentence of section 102 of title 20 of the United States Code is amended by striking out the word “permanent”. Src. 3. The paragraph of such section 102 labeled “(2)” is amended to read as follows: “(2) BUILDINGS, AND SALARIES AND EXPENSES.— - “Second. No part of the appropriation shall be expended 10 11 12 13 14 | 15 16 17 18 3 in the erection or leasing of buildings; but the trustees of the American Printing House for the Blind may use each year a reasonable sum of the annual appropriation for salar- ies and other expenses of experts and other staff to assist spe- cial committees which may be appointed in performance of their functions, and for expenses of such special committees.” Sec. 4. The paragraph of such section 102 labeled “Sixth” is amended to read as follows: “Sixth. The superintendent of each public institution for the education of the blind (or his designee) and the chief State school officer (or his. designee), of each State and possession of the United States, the Commonwealth of Puerto Rico, and the District of Columbia, shall each, ex officio, be a member of the board of trustees of the American Printing House for the Blind only for purposes of administering this Act.” | Sec. 5. The amendments made by this Act shall be effective immediately after the date of its enactment.
