C. 5da); purchase of not to exceed one passenger motor vehicle (at not to exceed $3,000) ‘for replacement only; teletype news service; and payment in advance when au- thorized by the Secretary for dues or fees for library mem- bership in organizations whose publications are available to members only or to members at a price lower than to the general public; $1,376,000. BUREAU OF EMPLOYMENT SECURITY Salaries and expenses: For expenses necessary for the general administration of the employment service and un- a Pp © DS 10 11 18 19 20 21 23 24 20 4 employment compensation programs, including temporary employment of persons, without regard to the civil-service laws, for the farm placement migratory labor program; for cooperation with the United States Immigration and Natu- ralization Service and the Secretary of State in negotiating and carrying out agreements relating to the employment of - foreign agricultural workers, subject to the immigration laws and when necessary to supplement the domestic labor force ; and not to exceed $10,000 for services as authorized by sec- tion 15 of the Act of August 2, 1946 (5 U. 8. Grants to States for unemployment compensation and employment service administration: For grants in accord- ance with the provisions of the Act of June 6, 1933, as amended (29 U. 8. ©. 49-49n), for carrying into effect section 602 of the Servicemen’s Readjustment Act of 1944, for grants to the States as authorized in title IMT of the Social Security Act, as amended (42 U. 5. C. 501-503), includ- ing, upon the request of any State, the purchase of equip- ment and the payment of rental for space made available to such State in lieu of grants for such purpose, and for necessary expenses in connection with the operation of employment office facilities and services in the District of &© ao iA Oo or > Oo bo ft D wD MD wD ND wD Be et os BE Ur OO ee CS Ss fs © Dy FEF FS BD wo KR OT PF OW YS KF © Columbia, $183,560,000, of which $5,000,000 shall be available only to the extent that the Secretary finds necessary to meet increased costs of administration resulting from changes in a State law or increases in the numbers of claims filed and claims paid or salary costs over those upon which the State’s basic grant (or the allocation for the District of Columbia) was based, which increased costs of administration cannot be provided for by normal budgetary adjustments: Provided, That not- withstanding any provision to the contrary in section 302 (a) of the Social Security Act, as amended, the Secretary of Labor shall from time to time certify to the Secretary of the Treasury for payment to each State found to be in compliance with the requirements of the Act of June 6, 1933, and, except in the case of Puerto Rico and the Virgin Islands, with the provisions of section 803 of the Social Security ‘Act, as amended, such amounts as he determines to be necessary for the proper and efficient administration of its unemployment compensation law and of its public employment offices: Provided. further, That such amounts as may be agreed upon by the Department of Labor and the Post Office Department shall be used for the payment, in such manner as said parties may jointly determine, of. postage for the transmission of official mail matter in con- nection with the administration of unemployment compensa- ono te WB DW oOo mo na 10 1. 12 13 14 15 16 17 18 19 20 24 22 23 2 25 6 tion systems and employment services by States recelving grants herefrom. In carrying out the provisions of said Act of June 6, 1933, the provisions of section 803 (a) (1) of the Social Security Act, as amended, relating to the establishment and maintenance of personnel standards on a merit basis, shall apply. None of the funds appropriated by this title to the Bureau of Employment Security for grants-in-aid of State agencies to cover, in whole or in part, the cost of operation of said agencies including the salaries and expenses of officers and employees of said agencies, shall be withheld from the said agencies of any States which have established by legis- lative enactment and have in operation a merit system and classification and compensation plan covering the selection, tenure in office, and compensation of their employees, be- cause of any disapproval of their personnel or the manner of their selection by the agencies of the said States, or the rates.of pay of said officers or employees. BUREAU OF EMPLOYEES’ COMPENSATION Salaries and expenses: For necessary administrative expenses and not to exceed $87,000 for the Employees’ Compensation Board of Appeals, $2,221,100, together with not to exceed $98,500 to be derived from the War Claims Fund created by section 13 (a) of the War Claims Act of 1948 (50 U.S. G. 2012). Employees’ compensation fund: For the payment of compensation and other benefits and expenses (except ad- ministrative expenses) authorized by law and accruing dur- ing the current or any prior fiscal year, including payments to other Federal agencies for medical and hospital services pursuant to agreement approved by the Bureau of Em- — ployees’ Compensation; continuation of payment of benefits as provided for under the head “Civilian War Benefits” in the Federal Security Agency Appropriation Act, 1947; the advancement of costs for enforcement of recoveries in third- party cases; the furnishing of medical and hospital services and supplies, treatment, and funeral and burial expenses, including transportation and other expenses incidental to such services, treatment, and burial, for such enrollees of the Civilian Conservation Corps as were certified by the 10 11 12 13 195° 20- 22:6 23: 8 Director of such Corps as receiving hospital services and treatment at Government expense on June 30, 1943, and who are not otherwise entitled thereto as civilian employees of the United States, and the limitations and authority of the Act of September 7, 1916, as amended (5 U.S. C. 796), shall apply in providing such services, treatment, and expenses in such cases; stich amount as may be required “during the current fiscal year: Provided, That this appro- priation shall be available for payments pursuant to sections 4 (c) and 5 (f) of the War Claims Act of 1948 (50 ‘U. 8. ©. 2012) and shall be credited with advances or reimbursements therefor from the War Claims Fund ‘ereated by section 13 (a) of said War Claims Act of 1948. TITLE II—FEDERAL SECURITY AGENCY AMERICAN PRINTING HOUSE FOR THE BLIND Education of the blind: For carrying out the Act of Angust 4, 1919, as amended (20 U. 8. C. 101), $115,000. COLUMBIA INSTITUTION FOR THE DEAF Salaries and expenses: For the partial support of Co- lumbia Institution for the Deaf, including personal services and miscellaneous expenses, and repairs and improvements, $413,000: Provided, That the Columbia Institution for the Deaf shall be paid by the District of Columbia, in advance at the beginning of each quarter, at the rate of $975 per school year for each student attending said Institution .pur- suant to the Act of March 1, 1901 (31 D. CO. Code 1008). FOOD AND DRUG ADMINISTRATION Salaries and expenses: For necessary expenses for car- rying out the Federal Food, Drug, and Cosmetic Act, as amended (21 U. S. Salaries and expenses, certification and inspection serv- ices: For expenses necessary for the certification or inspec: tion of certain products in accordance with sections 406, 504, 506, 507, 604, 702A, and 706 of the Federal Food, Drug, and Cosmetic Act, as amended (21 U.S. C. 346, 354, 356, 357, 364, 372a, and 376), the aggregate of the advance deposits during the current fiscal year to cover payment of fees by applicants for certification or inspection of such products, to remain available until expended. FREEDMEN’S HOSPITAL Salaries and expenses: For expenses necessary for operation and maintenance, including repairs; furnish- ing, repairing, and cleaning of wearing apparel used by employees in the performance of their official duties; transfer of funds to the appropriation “Salaries and expenses, Howard University” for salaries of technical and professional per- sonnel detailed to the hospital; payments to the appropri- ation of Howard University for actual cost of heat, light, and power furnished by such university ; $2,831,500: Provided, That no intern or resident physician receiving compensa- tion from this appropriation on a full-time basis shall receive compensation in the form of wages or salary from any other appropriation in this title: Provided further, That the District of Columbia shall pay by check to Freedmen’s Hospital, upon the Surgeon General’s request, in advance at the beginning of each quarter, such amount as the Surgeon General calculates will be earned on the basis of rates approved by the Bureau of the Budget for the care of patients. certified by the District of Columbia. OFFICE OF VOCATIONAL REHABILITATION Payments to States (including Alaska, Hawaii, and -Hawaii, and Puerto Rico) in accordance with the Voca- ~ tional Rehabilitation Act, as amended (29 U.S. C., ch. 4), KR o fo ~~ Gs 10 11 12 13 14 15 16 17 18 19 20 21 22 23 17 including payments, in accordance with regulations of the Administrator, for one-half of necessary expenditures for the acquisition of vending stands or other equipment in ac- cordance with section 3 (a) (3) (©) of said Act for the use of blind persons, such stands or other equipment to be controlled by the State agency, $22,500,000, of which not to exceed $190,000 shall be available to the Federal Security Administrator for providing rehabilitation services to disabled residents of the District of Columbia, as author- ized by section 6 of said Act, which latter amount shall be. available for administrative expenses in connection with- providing such services in the District of Columbia: Pro- vided, That not to exceed 15 per centum of the appropria- tion shall be used for administrative purposes. Payments to States (including Alaska, Hawaii, and Puerto Rico), next succeeding fiscal year: Tor making, after May 31 of the current fiscal year, payments to States in accordance with the Vocational Rehabilitation Act, as amended (including the objects specified in the preceding paragraph), for the first quarter of the next succeeding fiscal year such sums as may be necessary, the obligations incurred and the expenditures made thereunder to be charged to the appropriation therefor for that fiscal year: Provided, H. GA), including not to exceed $3,000 for production, purchase, and distribution of educational films; $700,000. PUBLIC HEALTH SERVICE For necessary expenses in carrying out the Public Health Service Act, as amended (42 U.S. C., ch. 6A) (hereinafter referred to as the Act), and other Acts, including expenses for active commissioned officers in the Reserve Corps and for not to exceed one thousand five hundred commissioned officers in the Regular Corps; as follows: Venereal diseases: To carry out the purposes of sections 314 (a) and 363 of the Act with respect to venereal dis- eases including the operation and maintenance of centers for the diagnosis, treatment, support, and clothing of persons afflicted with venereal diseases ; transportation and subsistence of such persons and their attendants to and from the place of treatment or allowance in liew thereof; diagnosis and treatment (including emergency treatment for other ill: nesses) of such persons through contracts with physicians 10 WW 12 13 14 15 16 17 18 19 20 a1 22 23 24. 25 i9 and hospitals and other appropriate institutions; fees for case finding and referral to such centers of voluntary patients; reasonable expenses of preparing remains or burial of de- ceased patients; recreational supplies and equipment; leasing of facilities and repair and alteration of leased facilities; the purchase of not to exceed ten passenger motor vehicles for replacement only, and for grants of money, services, supplies, equipment, and use of facilities to States, as defined in the Act, and with the approval of the respective State health authorities, to counties, health districts, and other political subdivisions of the States, for the foregoing purposes, in such amounts and upon such terms and condi- tions as the Surgeon General may determine; $9,900,000. Tuberculosis: To carry out the purposes of section 314 (b) of the Act, $8,240,000. Assistance to States, general: To carry out the purposes, not otherwise specifically provided for, of section 314 (c) of the Act; to provide consultative services to States pur- suant to section 311 of the Act; to make field investigations and demonstrations pursuant to section 301 of the Act; and to provide for collecting and compiling mortality, morbidity, and vital statistics, including the purchase of not to exceed fourteen passenger motor vehicles for replacement only; $16,370,000. Communicable diseases: To carry out, except as other- eo ota on FF wow YP 10 11 12 13 14 15 16 ‘WW 18 19 20 21 22 23 24 25 20 wise provided for, those provisions of sections 301, 311, 361, and 704 of the Act relating to the prevention and suppres- sion of coramunicable and preventable diseases, and the inter- state transmission and spread thereof, including the purchase, erection, and maintenance of portable buildings; purchase of not to exceed thirty-seven passenger motor vehicles for replacement only; and hire, maintenance, and operation of aircraft; $5,900,000. Engineering, sanitation, and industrial hygiene: For ex- penses, not otherwise provided, necessary to carry out those provisions of sections 301, 311, 314 (c), and 361 of the Act relating to sanitation and other aspects of environ- mental health, including enforcement of applicable quar- antine laws and interstate quarantine regulations, and for carrying out the purposes of the Water Pollution Control Act (33 U. 8. O. 466-466 (j) ), including purchase of not ‘to exceed two passenger motor vehicles; $3,700,000. Grants, water pollution control: For grants to carry out section 8 (a) of the Water Pollution Control Act (33 U. 8. G. 466-466 (j)), $800,000, to remain available until expended. Disease and sanitation investigations and control, Territory of Alaska: To enable the Surgeon General to conduct, in the Service, and to cooperate with and assist the Territory of Alaska in the conduct of, activities neces- 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24. - 21 sary in the investigation, prevention, treatment, and control of diseases, and the establishment and maintenance of health and sanitation services pursuant to and for the purposes specified in sections 301, 311, 8i¢ (without regard to the provisions of subsections (d), (1), (h), and (j) and the limitations set forth in.subsection (¢) of such section) , 361, 363, and 704 of the Act, including the purchase of one passenger motor vehicle, and hire, operation, and main- tenance of aircraft, $1,200,000: Provided, That property of the Public Health Service located in Alaska and used in carrying out the activities herein authorized may be transferred, without reimbursement, to the Territory of Alaska at the diseretion of the Surgeon General. Buildings and facilities, Cincinnati, Ohio: For pur- chase and installation of equipment and supplies for the building and facilities heretofore provided for under the head “Buildings and facilities, Cincinnati, Ohio,” General Services Administration, in the Independent Offices Appro- priation Act, 1951, $300,000, to remain available until expended. Salaries and expenses, hospital construction services: For salaries and expenses incident to carrying out title VI of the Act, as amended, including the purchase of not to exceed one passenger motor vehicle for replacement only, $1,200,000. Hospitals and medical care: For carrying out the func- tions of the Public Health Service under the Act of August 8, 1946. (5 U. 8. CG. 150), and under sections 321, 322, 394, 326, 831, 332, 341, 343, 344, 502, 504, and 710 of the Public Health Service Act, and Executive Order 9079 of February 26, 1942, including purchase and exchange of farm products and livestock; purchase of not to exceed fourteen passenger motor vehicles for replacement only; and firearms and ammunition; $32,800,000: Provided, That when the Public Health Service establishes or operates a health service program for any department or agency, pay- ment for the estimated cost shall be made in advance for deposit to the credit of this appropriation. Foreign quarantine service: For carrying out the pur- poses of sections 361 to 869 of the Act, relating to prevent- 10 d1 12, 14 15 16 17 18 19 20 21 22 23 ing the introduction of communicable diseases from foreign countries, the medical examination of aliens in accordance with section 325 of the Act, and the care and treatment of quarantine detainees pursuant to section 322 (e) of the Act in private or other public hospitals when facilities of the Public Health Service are not available, including in- surance of official motor vehicles in foreign countries when required by law of such countries; and the purchase of not to exceed ten passenger motor vehicles, of which five shall be for replacement only ; $3,050,000. National Institutes of Health, operating expenses: For the activities of the National Institutes of Health, not other- wise provided for, including research fellowships and grants for research projects pursuant to section 301 of the Act; the regulation and preparation of biologic products; the pur- chase of not to exceed seven passenger motor vehicles, of which five shall be for replacement only; not to exceed $1,000 for entertainment of visiting scientists when specifi- cally approved by the Surgeon General; erection of tempo- rary structures; and grants of therapeutic and chemical substances for demonstrations and research; $16,500,000. National Cancer Institute: To enable the Surgeon Gen- eral, upon the recommendations of the National Advisory Cancer Council, to make grants-in-aid for research and train- ing projects relating to cancer; to cooperate with State health 10 11 12 13 14 16 V7 18 19 21 22 23 24. 24 agencies, and other public and private nonprofit institutions, in the prevention, control, and eradication of cancer by pro- viding consultative services, demonstrations, and grants-in- aid; and to otherwise carry out the provisions of title TV, part A, of the Act; $15,250,000. Mental health activities: For expenses necessary for carrying out the provisions of sections 301, 302, 3038, 311, 312, and 314 (¢) of the Act with respect to mental dis- eases, $10,700,000. National Heart Institute: For expenses necessary to carry out the purposes of the National Heart Act, $9,600,000. Dental health activities: For expenses not otherwise provided for, necessary to enable the Surgeon General to carry out the purposes of the Act with respect to dental diseases and conditions, including the purchase of not to exceed ten passenger motor vehicles for replacement only, $1,650,000. In no event shall the number of passenger- carrying vehicles which may be operated during the current fiscal year at the seat of government under any appropria- tion or authorization in this Act exceed 50 per centum of the number in use as of June 30, 1951.
