NATIONAL INSTITUTES OF HEALTH JAN 2 1 1959 Dear Mr. Fogarty: The Surgeon General, Dr. Burney, has asked me to reply to your letter of January 10 with which you forwarded a copy of a letter from Mr. John M, Davis to Mr. Francis A. Mooney of Pawtucket, Rhode Island, and other attachments concerning Krebiozen. The National Cancer Institute has not heretofore participated in any testing of Krebiozen and has no direct knowledge of its possible usefulness in the treatment of cancer. However, two medical groups who examined clinical data on the use of the agent have published their findings. These groups were a subcommittee of the Committee on Research, Council on Pharmacy and Chemistry of the American Medical Association, and the Committee on Cancer Diagnosis and Therapy of the National Research Council. Neither found evidence from the data examined that Krebiozen was an effective treatment for cancer. The National Cancer Institute is now in communication with Dr, Andrew C. Ivy, consultant to the Krebiozen Research Foundation, with reference to a proposed evaluation of the agent by the Institute. A committee of experts is being selected to study data supplied by Dr. Ivy, and advise as to whether further investigation should be undertaken and how it should proceed. Dr. Ivy, at a meeting on December 5 promised to set forth in writing what he considered his role in relation to the evaluating committee should be. We have not heard from Dr. Ivy since the December 5 meeting. In my letter to you dated January 1) in reference to another letter from Mr. Davis, I explained in more detail the developments concerning Krebiozen.
