Whereas it is represented to the Legislature, that John Rodgers, John Henry Livingston, Abraham Beach, John Watts, Matthew Clarkson, Jacob Morton, Moses Rogers, John Charleton, Samuel Osgood, Lawrence Embree, John Cozine, John Broome, and James Watson, and their associates, inhab- itants of the City of New-York, have become contributors to a Dispensary, for the purpose of relieving such sick, poor and indigent persons, as are unable to procure medical aid: And whereas it is further represented, that the said contributors will, by being incorporated, be enabled to carry their benevo- lent intentions into more extensive effect: Therefore, He it enacted by the People of the State of New- York, rep- resented in Senate and Assembly, That the said John John Henry Livingston, Abraham Beach, John Watts, Mat- thew Clarkson, Jacob Morton, Moses Rogers, John Charleton, Samuel Osgood, Lawrence Embree, John Cozine, John Broome and James Watson, together with their associates, being contributors to the said Dispensary, and such other persons as shall hereafter become members of the corporation thereby ei’ected, shall be, and are hereby ordained, constituted and 4 ORIGINAL CHARTER. declared to be one body corporate and politic, in fact and in name, by the name of “ The Trustees of the New-York Dispensary and that by that name, they and their succes- sors, for ever hereafter, shall and may have succession, and may, by the said name, be persons capable in the law to sue and be sued, implead and be impleaded, answer and be an- swered unto, defend and be defended, in all courts and places whatsoever; and that they and their successors may have a common seal, and may change and alter the same at their pleasure; and that they and their successors, by their said name, shall for ever hereafter be persons capable in the law to purchase, take, hold, receive and enjoy to them and their successors, any real estate whatsoever, and all other heredita- ments, of whatsoever nature, kind, or quality they be, in fee simple, for term of life or lives, or in any other manner how- soever ; and also any goods, chattels and personal estate what- soever. Provided always, the yearly income of the said real and personal estate, and hereditaments, doth not at any time exceed the sum of twelve hundred pounds, current money of New-York. And that they and their successors, by the same name, shall have full power and authority to lease the said real estate and hereditaments, on such terms as they shall judge most beneficial; and also to dispose of all such personal estate at their will and pleasure, as they shall judge most beneficial and advantageous to promote the humane purposes of the said corporation. And be it farther enacted, That there shall be for ever here- after thirteen Trustees of the said corporation, who shall con- duct and manage the affairs of the said corporation; that the said Trustees shall be contributors to the said Dispensary, ac- tually resident in the said City of New-York; and the first Trustees of the said corporation shall be John Rodgers, John Henry Livingston, Abraham Beach, John Watts, Matthew Clarkson, Jacob Morton, Moses Rogers, John Charleton, Sam- uel Osgood, Lawrence Embree, John Cozine, John Broome, and James Watson, who shall hold their said offices until the second Monday in January next ensuing: and for keep- ing up the succession in the said offices. Be it farther enacted, That on the said second Monday in ORIGINAL CHARTER. 5 January next ensuing, and yearly and every year for ever thereafter, on the second Monday in January in every year, the members of the said corporation shall meet at some con- venient place in the City of New-York, to be fixed by the by-laws of the said corporation, and thereby the majority of such of them as shall so meet, shall by ballot elect thirteen of their members to be Trustees of the said corporation for the year ensuing, who shall immediately enter upon the said offices, and hold the same from the time of such election, for and during the space of one year, and until others shall be elected in their stead ; and in case any of the said persons elected to be Trustees of the said corporation, or who shall thereafter be elected thereto, shall die, or remove out of the City of New-York, before the time of their appointed service shall expire, or shall refuse or neglect to act in, and execute the said office; then, and in every such case, the remaining Trustees of the said corporation shall, within thirty days thereafter, by ballot, elect another or others of the members of the said corporation in the stead of him or them so dying or removing, refusing or neglecting to act; and that such person or persons as shall have the greatest number of votes at every such election, shall hold their said offices from the time of such election, until the second Monday in January then next ensuing, and until other or others shall be chosen in his or their stead. And be it further enacted, That the Trustees of the said cor- poration shall regularly meet on the third Monday in every month, and at such other times as they may judge expedient; and that any seven or more of the said Trustees, being so con- vened together, shall, for ever hereafter, be a legal meeting of the said corporation ; and that at any and every such legal meeting of any seven or more of the Trustees of the said cor- poration, it shall be lawful for them, or a majority of them, to make such by-laws, rules and regulations, for the manage- ment and disposal of the property and estate of the said cor- poration, and the government of the said Dispensary, and the same or any part of them to alter, amend, or repeal from time to time, as they, or a major part of them so met, shall think proper; Provided, such by-laws, rules and regulations be not 6 repugnant to the constitution and laws of the United States, or of this State; and that at any such legal meeting of any seven or more of the said Trustees of the said corporation, it shall and may be lawful for them, or the majority of them, so met as aforesaid, to nominate and appoint one of the said Trustees of the said coloration to be their President, and one other to be Treasurer, and any other competent person to be Secretary of the said corporation, and also to appoint so many physicians, surgeons, apothecaries, officers and servants, and with such compensations, as to them shall seem meet ; and, whenever they shall think proper, to discharge them or any of them, and to appoint other or others in their stead. And be it farther enacted, That any male adult person, who shall contribute for the benefit of this corporation the sum of five dollars, shall, by virtue of such contribution, become a member thereof, and continue so to be, for the space of one year, from and after the time of his making such contribu- tion ; and any like person who shall contribute ten dollars for the like purpose, shall be a member thereof two years; and any like person who shall contribute any greater number of sums, of five dollars each, not exceeding nine, as shall be equal to the number of sums of five dollai*s each, so by him contributed ; and any like person, who shall contribute fifty dollars for the like purpose, shall be a member of said corpo- ration for life ; and every contributor of the value of five dol- lars or upwards, shall be entitled to have such number of patients (being proper objects of this institution) on the Dis- pensary list, and for such term of time as shall be prescribed by the by-laws of the corporation. And be it further enacted, That it shall be the duty of the Trustees of the corporation hereby created, to exhibit annu- ally, between the first and last days of May, in each year, to the Chancellor of this State, a full and particular account of all the estate, both real and personal, then vested in the said cor- poration, and of tlje rent or income thereof, attested by the oath of the Treasurer thereof, that the same is a true and per- fect account, together with a particular and detailed account of all the moneys expended by the said corporation in the pre- ceding year, specifying the several purjDoses to which it has ORIGINAL CHARTER. ORIGINAL CHARTER. 7 been applied; and if it shall appear to the said Chancellor, that the amount of the said property, or the disposal of the same, is not agreeable to the true intent and meaning of this act, he shall report the same to the legislature at their next ensuing session. And be it further enacted, That this act shall be, and is here- by declared to be a public act, and shall be construed benignly and favorably, for every beneficial purpose herein intended. 1M* TO AMEND AN ACT, ENTITLED “ AN ACT TO INCORPORATE THE CONTRIBUTORS TO THE NEW-YORK DISPENSARY,” PASSED APRIL EIGHTH, SEVENTEEN HUNDRED AND NINETY-FIVE. PASSED MAY 5, 1869. The People of the State of New-York, represented in Sen- ate and Assembly, do enact as follows : Section 1.—The corporation created hy an act, entitled “ An Act to incorporate the contributors of the New*York Dispensary,” passed April eighth, seventeen hundred and ninety-five, shall be hereafter designated and known by the name of the “ New-York Dispensary,” and by that name shall continue to hold and enjoy all the estate and property now belonging to said corporation, in possession, reversion, remainder, expectancy, trust or otherwise; and the said cor- poration may take and hold any property which may have been, or hereafter may be devised or bequeathed, given or granted to it, in trust, for the uses and purposes of said cor- poration, or otherwise, subject, however, to all the existing provisions of law relating to devises and bequests by last will and testament, whether by the former or present name or style of their corporation, and shall have all the rights, privi- leges and powers enjoyed by the said corporation under the first mentioned name ; provided, that the yearly income of the real estate of the said corporation shall not exceed the sum of thirty-thousand dollars. AMENDED CHARTER. 9 Sec. 2.—The present number of Trustees of said corpora* tion shall be increased to twenty-one, with the further power in the Board of Trustees to increase that number to thirty, when, in the opinion of a majority of the Avhole number of Trustees, now increased to twenty-one, it shall be deemed the interest of the institution to make such additional increase; which new Trustees, now and hereby created, or hereafter to be created as aforesaid, shall be contributors to the said Dis- pensary for at least twrelve months next preceding any elec- tion, actually resident in the City of New-York, as required by the second section of the act hereby amended. The num- ber of eight additional Trustees by this act created shall be elected at a special election by the said contributors qualified as aforesaid, within thirty days after the passage of this act, upon due notice previously given; and immediately after such election, the whole number of twenty-one Trustees shall be divided into three classes of seven each, by lot, one of which classes shall hold office for one year, another for tw7o years, and the third for three years, from the second Monday of Jan- uary, A. D. eighteen hundred and seventy. At each subse- quent annual election thereafter, seven Trustees shall be cho- sen, who shall hold their offices for three years. The Board of Trustees so constituted shall have power to fill vacancies that may occur by the death, resignation, or removal from the City of New7-York, of any of its members, during the period for w hich they shall have been elected. The same rule of division, classification and allotment, as to the additional nine Trustees hereafter to be created, by said Board of Trustees increasing their number to thirty, shall be observed. It shall be lawful for said Board of Trustees to establish one or more of its branches in the City of New-York, whenever in their opinion the increase and the necessities of its population shall require it, under such rules and regulations as they may deem proper. Sec. 3.—In the fifth paragraph of said act,the word “male” before “ adult,” in the first line thereof, is hereby stricken out, so that the said paragraph will read as follows: And be it further enacted, That any adult person wrho shall contribute, for the benefit of this corporation, the sum of five dollars, 10 AMENDED CHARTER. shall, by virtue of such contribution, become a member thereof, and continue so to be, for the space of one year from and after the time of making such contribution ; and any like per- son who shall contribute ten dollars for the like purpose, shall be a member thereof two years; and any like person who shall contribute any greater number of sums, of live dollars each, not exceeding nine, shall be a member of said corpora- tion such number of years, not exceeding nine, as shall be equal to the number of sums, of live dollars each, so by him contributed ; and any like person, who shall contribute fifty dollars for the like purpose, shall be a member of the said corporation for life; and every contributor, of the value of five dollars or upwards, shall be entitled to have such number of patients [being proper objects of this institution] on the Dispensary list, and for such term of time as shall be pre- scribed by the by-laws of the corporation. Sec. 4.—All provisions in the act hereby amended, incon- sistent with this act, are hereby repealed. Sec. 5.—The said corporation shall possess the general powei’S and privileges, and be subject to the general re- strictions and liabilities prescribed in the third title of the eighteenth chapter of the first part of the Revised Statutes, and by the several acts amendatory thereof. Sec. 6.—This act shall take effect immediately. BY-LAWS. Be it ordained by the Trustees of the New-York Dispen- sary, and it is hereby ordained by authority of the same, that the following Rules and Regulations be, and they are hereby established, as laws and ordinances of the said corporation; and that all other By-Laws, rules and regulations heretofore made, be, and the same are hereby repealed. CHAPTER I. OF THE ANNUAL ELECTION. Article I.—The annual election of the class of Trustees whose term shall then expire, shall he held on the second Monday in January, in every year, at the Dispensary Build- ing, and shall begin at four and close at five o’clock, p. m. The Secretary shall give public notice of every such election in two of the daily newspapers, designating the time and place. Art. II.—The election shall be by ballot, and under the direction of three of the Trustees, to be appointed by the Board as Inspectors, and who, or a majority of them, shall preside at and conduct the election, and keep, a poll-list, in which they shall enter the names of the voters. Should no two of the Inspectors attend, the vacancies may be filled by the Trustees present. Art. III.—As soon as the poll is closed, the Inspectors shall examine the ballots, and execute a certificate under their hands and seals, declaring who are the seven persons having a ma- jority of the whole number of votes; and they shall report 12 DUTIES OF THE OFFICERS AND TRUSTEES. the same at the next stated meeting of the Board, to be en- tered on the records of the Society. The Secretary shall give notice, without delay, to the per- sons so elected. Art. IV.—At the first stated meeting of the Trustees after every annual election, they shall, by ballot, elect one of their number as President, one as Vice-President, one as Treasurer, and one other as Secretary. CHAPTER II. DUTIES OF THE OFFICERS AND TRUSTEES. Article I.—The stated meetings of the Board of Trustees shall he held in the Dispensary Building, corner of Centre and White streets, on the third Monday of every month, at half-past three o’clock, p. m. Special meetings may be held at any time, on the requisi- tion of the President, or of any two Trustees. Art. II.—Seven Trustees, including the President or Vice- President, or Chairman for the time being, shall be a quorum for transacting all business, except the election of officers, or the alienating or mortgaging any of the real estate of the corporation; for which purpose, the consent of a majority of all the Trustees shall be held necessary. Art. III.—The President, or in his absence the Vice-Presi- dent, and in case of the absence of both of these officers, one of the Trustees to be chosen President pro tern., shall preside at the meetings of the Board, and regulate the proceedings. In case of an equal division of the Trustees on any question, he shall have an additional and casting vote. He shall ap- point all Committees, unless otherwise directed by the Board. It shall be the further duty of the President to visit the Dis- pensary at least once in every month, to inspect the general state of the Institution, and to report his observations thereon in the Book of Minutes of the Visiting Committee. 13 Art. IV.—When the office of President shall be vacant, or when the President shall be absent, the Vice-President shall succeed to all his rights and duties. Art. V.—The Treasurer shall have the custody of all bonds, title-deeds, and other papers and documents relating to the property of the corporation. He shall open an account with one of the banks in the city, in the name of the corporation, in which he shall deposit all moneys, immediately on his re- ceiving them. He shall have authority to let such part of the building as the Trustees may direct to be hired out, and to collect and receive all moneys which may be due to the Insti- tution, and may employ a collector to collect rents, to solicit subscriptions and donations, and to receive, in his name, the sums due from annual subscribers, and may allow a commis- sion therefor. The Treasurer shall keep an account of all moneys received and paid by him, and once a year, in the month of January, or oftener, if required by the Board, he shall render a state- ment of the same to the Trustees, who shall appoint two of their number to audit his accounts. Art. VI.—The Secretary shall be the custodian of the seal, and shall give special notice to each Trustee of all meetings of the Board, and shall attend the same, and keep accurate minutes of all the proceedings, and transcribe them in a book kept for that purpose. He shall also give notice to the Trus- tees of their appointment on Committees, and also to the Physicians, of their appointment under Article IX. Art. VII.—It shall also be the duty of each of the Trus- tees to visit the Dispensary at least once in every month; and the time of such visit, with any remark they may think proper, shall be entered on the book of the Visiting Committee ; and whenever so inclined, they may visit patients, either in com- pany with the Physician, or not. Art. VIII.—At the meeting of the Trustees in January of each year, there shall be appointed the following Standing Committees; DUTIES OF THE OFFICERS AND TRUSTEES. 14 DUTIES OF THE OFFICERS AND TRUSTEES. 1. A Visiting Committee, to consist of three Trustees, whose term of office shall be one month. The appointment and arrangement of this Committee shall be made for the year; and it shall be the duty of any Trustee so appointed to provide the attendance of another Trustee, in case of his inability to attend. It shall be the duty of this Committee to visit the Dispen- sary on every Tuesday morning; and each member of the Committee, at least once more during the same week, at such time as he may choose, to examine into all the detail of the operations, and to see that the duties of the Physicians, Apothecary, &c., are faithfully performed. If complaints be made of neglect or misconduct on the part of any Physician, or of the Apothecary, it shall be the duty of the Committee to investigate the same, and, if necessary, report the facts to the Board. They shall keep a minute-book, in which they shall enter the time of each visit at the office, and any transactions or remarks they may think proper; which book shall be produced and read at every stated meet- ing of the Board. 2. A Committee of Supplies, consisting of two Trustees, whose duty shall be to purchase, on the most advantageous terms, all articles wanted for the use of the Institution. 3. A Committee of Conference, consisting of two Trustees, whose duty it shall be to confer with like Committees from the other Dispensaries on all subjects of interest to the Dis- pensaries in general, especially with regard to appropriations or donations from the Legislature or Corporation. 4. A Committee of Repairs, to consist of the President and tAVO Trustees, Avho shall have a general care of the building and premises, and keep them in repair. 5. A Committee, consisting of three Trustees, to whom shall be referred all applications for Medical appointments. Said Committee to examine and report upon the same to the Board for their action. Art. IX.—Annually, in the month of May, the Trustees shall appoint one House Physician and Assistant House Phy- sician, four District and twenty-six Attending Physicians, six GENERAL REGULATIONS. 15 Consulting Physicians and Surgeons, an Apothecary, an Assistant Apothecary, and one or more Druggists, from whom the supplies of medicine shall be obtained. These officers shall be removable at any time by the Trus- tees, for sufficient cause. The Physicians must be nominated at a meeting previous to their election. Article X.—Candidates for appointment as Physicians to the Dispensary shall address a written application to the Trustees to that effect, and accompany it with a certificate of recommendation for the office, signed by at least three Consult- ing Physicians or Surgeons. Art. XL—Immediately after the annual appointment of Physicians, the names of those elected shall be published by the Secretary, in one or more daily newspapers. Art. XII.—A report on the state of the Institution shall be prepared and published annually, in the month of January, copies of which shall be presented to the Legislature and Common Council. Art. XIII.—The Secretary and House Physician shall con- stitute a Standing Committee, with power to publish such portions of the monthly reports of the Physicians as they may judge expedient. CHAPTER III. GENERAL REGULATIONS. Article I.—The Dispensary Territory, (comprising all that portion of the city within the following named boundaries, to wit: beginning at the foot of Spring-street, North River; along Spring-street to Broadway; up Broadway to Fourteenth-street; along Fourteenth-street to First Avenue; down First Avenue, Alien-street, Division-street and Pike-street to the East River; thence down the East River, around the Battery and up the North River to the point of beginning, and including both sides of the boundary streets, except Spring-street,) shall be divided into four districts, namely : 16 GENERAL REGULATIONS. First District.—This shall comprise all that portion of the city below a line from the North River; through Chambers- street to the East River; including both sides of the boundary streets. Second District.—This shall be bounded on the south by Chambers-street; on the Avest by the North River; on the north by Spring-street, and on the east by Marion and Centre streets; including both sides of the boundary streets, except Chambers-street, and that portion of Spring-street lying west of Broadway. Third District.—This shall be bounded on the south by Chambers-street; on the Avest by Centre-street; on the north by Canal, Allen and Pike streets, and on the east by the East River; including both sides of the boundary streets, except Chambers and Centre streets. Fourth District.—This shall be bounded on the south by Canal-street; on the Avest by Centre and Marion streets, and Broadway; on the north by Fourteenth-street, and on the east by First AATenue and Alien-street. Art. II.—The office of the Dispensary shall be kept open daily, except on Sundays and Holidays, from nine o’clock in the morning until six o’clock in the evening. On Sundays and Holidays, the office hours shall be from nine to ten, a. m., for the dispensing of medicines. The Fourth of July, Thanksgiving, Christmas, and NeAV Year’s day, are to be considered as Holidays. Art. III.—The two sexes shall be kept separate in the reception room, and patients, Avhen prescribed for and fur- nished Avith medicines, shall retire without delay. Art. IY.—All applicants for medical advice, Avith the ex- ception of lying-in AA'ornen, shall be deemed objects of this charity; and no Physician shall receive any compensation from Dispensary patients for services rendered. HOUSE PHYSICIAN. 17 Lying-in women, not being proper objects of this charity, should be recommended to the Lying-in Asylum. Art. V.—Medical Students shall have the privilege of at- tending at the Dispensary, but are in no case whatever permit- ted to rwescribe for or operate on any patient. Their attendance may be interdicted at any time, for suffi- cient cause, by the Visiting Committee. Art. VI.—No smoking of tobacco shall be allowed in any of the rooms occupied by the Dispensary. Art. YII.—Unless by unanimous consent, no alteration shall be made in the By-Laws or Regulations, \intil they are reduced to writing, and notice given at a previous meeting of the Board. CHAPTER IV. Article I.—The House Physician, besides his duties speci- fied in the following articles, shall be charged with the general supervision of the business of the Dispensary, embracing the duties of the Attending and District Physicians, and also those of the Apothecary and his Assistant. He shall attend daily at the Dispensary, (Sundays and Holidays excepted,) during the business hours of the Institution. Art. II.—lie shall have a general care of the Dispensary ; shall see that the offices and rooms are kept clean and in good order; shall keep an inventory of all surgical instruments; be accountable for the same, and shall see that they are kept in serviceable condition. For these purposes he shall, with the consent of the Visiting Committee, incur such current expenses as the good of the Institution may require; reporting to the Trustees at the next stated meeting the objects of the outlay, its amount, and the persons employed. Art. III.—He shall facilitate, as much as possible, the busi- ness of the Physicians, and in the absence of any Attending HOUSE PHYSICIAN. 18 HOUSE PHYSICIAN. Physician, shall prescribe for the patients of his hour, until a substitute is provided ; shall see that the books are neatly and regularly kept, and that the entries are made accurately, and without inconvenience to the patients. Art. IV.—lie shall at all times have access to the Apothe- cary’s Shop, and supervision over this department. He shall sign all orders for articles for the Apothecary’s Shop in the “ Order-Hook,” when satisfied of their propriety and necessity, and shall keep in his possession the Apothecary’s Pass-Book. Art. V.—He shall perform vaccination, and as far as pos- sible ascertain, in all cases of vaccination, that the disease has properly taken. He shall therefore be authorized to require from all vaccinated a deposit of 25 cents, as a guaranty of their return to the Dispensary on the 7th day after the opera- tion is performed, when the above sum shall be refunded. If the persons vaccinated should not return, this sum shall be forfeited to the Dispensary. The House Physician is also authorized to receive, in behalf of the Dispensary, any fee that patients may be inclined to give for vaccination or any medical or surgical treatment de- rived from the Dispensary. Art. VI.—The House Physician shall enter, in a book kept for the purpose, all sums received, and account for the same to the Trustees monthly. Art. VII.—He shall obtain, and as far as possible keep on hand at the office, a full supply of vaccine virus for the use of the Dispensary, for subscribing Physicians, and for sale. He shall keep a Vaccination Register, in which shall be en- tered, in separate columns, the names and j>articulars of each case, whether in or out door, and by whom vaccinated. He shall also keep a Vaccine Account-Book, in which he shall enter the quantity of virus sold and given away, and the names of the persons to whom it is delivered. Art. Vni.—The House Physician shall make a written Monthly Report to the Trustees upon the general condition ATTENDING PHYSICIANS. 19 of the Dispensary, specifying the number of persons vaccinated at the Dispensary and at their houses, the quantity of virus sold or given away, and containing such other matters as they may require. He shall prepare and present to the Board, in January, an Annual Report, which shall be a summary of the Monthly Reports, and shall also embrace the whole number of patients under treatment during the year; the number affected by each disease; the results, especially the deaths, with the disease, so resulting; the number cured, relieved, &c., whether attended at the Dispensary or in the Districts. He shall also state any facts of general interest connected with the practice of the Dispensary, such as the prevalence at any part of the year of peculiar diseases, the state of the weather at such time, or any other cause which may have given rise to such diseases, &c. In preparing the Annual Report, the Physicians shall give the House Physician any assistance he may call for. The Annual Report shall be subject to the inspection of the other Physicians before it is submitted to the Board of Trustees. Art. IX.—The Assistant House Physician shall perform the operations of bleeding, dentistry and cupping, and shall aid the House Physician in his duties when required, and sup- ply his place in his absence. He shall also attend to the proper placing of the applicants for Dispensaiy aid. CHAPTER V. CONSULTING PHYSICIANS AND SURGEONS. Article I.—Consulting Physicians and Surgeons are ex- pected to give counsel in difficult cases, when solicited to that effect by the Physicians of the Dispensary, and also to be present and aid in any important surgical operation to be performed on any patient of the Institution. ATTENDING PHYSICIANS. Article I.—It shall be the duty of the Attending Physicians to attend regularly at the Dispensary, on the days and during 20 DISTRICT PHYSICIANS. the hours assigned them for duty, and to prescribe for all patients coming under their charge. Art. II.—They shall enter, in a Register-Book provided for the purpose, the number, name, age, residence, disease, &c., of every patient for whom they shall prescribe, and also the pre- scription given to every patient. Art. IIJ.—They shall furnish every patient prescribed for with a card and prescription paper, such as are provided for the purpose, and shall accompany the same with plain and explicit directions how to take their medicines. Art. IV.—In case of vacancy among the District Physi- cians, they shall be eligible to fill such vacancy. Art. V.—The allotment of the hours of attendance at the Dispensary shall be made by the House Physician, under the direction of the Committee on Medical Appointments. DISTRICT PHYSICIANS. Article I.—Each of the four Dispensary Districts shall be under the charge of a District Physician, who shall visit the patients at their residences, who are unable to attend at the Dispensary, as often as their cases require. They shall enter, in a separate Register for District Patients, the number, name, age, sex, residence, disease, &c., of all patients visited by them, and any prescriptions given them; they shall also furnish each of their patients with a card and prescription paper. Art. II.—They shall call daily at the Dispensary, between the hours of twelve and two o’clock, to take from the Register the names, &c., of new applicants in their several districts, and shall take special care to complete the entries made in their absence by the House Physician or his Assistant, not omitting to state the result in each case. Art. III.—If District Patients apply at the Dispensary after the hours of the daily visit of the Physician, the House Phy- ' DISTRICT PHYSICIANS. 21 sician or Apothecary shall, if the case seems urgent, give the applicant a written direction to the Physician of the District, and it shall be his duty to visit said patient without delay. Art. IV.—Each District Physician shall prepare a written Monthly Report to the Trustees of the number of patients at- tended during the month, and such other particulars as are prescribed in the printed forms used for the purpose. Said report shall be made out and ready in season to be submitted by the House Physician at the monthly meeting of the Trustees. Art. V.—It shall be their duty to aid and facilitate the performance of vaccination in their respective districts, In co- operation with the House Physician. Art. VI.—They shall have the choice of districts, according to the order of their appointment. Art. VII.—In cases of absence from duty on account of sickness or other reasonable cause, a Physician shall engage, without delay, the services of some other Physician of the Institution, and report the same to the House Physician. Such a substitution must be, however, only for a short time, unless sanctioned by the Visiting Committee. Art. VIII.—In cases of emergency, where the Physician of the district to which the case belongs cannot* be found, it shall be the duty of any Physician of the Dispensary, who may be first met with, to attend without delay to the Case in question. Art. IX.—Every Physician, on accepfing appointment in the Dispensary, shall, before entering upon its duties, subscribe an obligation in the following form: OBLIGATION. The undersigned, in accepting the office conferred upon him by'the Trustees of the Dispensary, hereby engages faithfully to perform, according to his ability, the duties of his 22 DUTIES OF THE APOTHECARY, ETC. office, and to conform to the By-Laws of the Institution; also to give one month’s notice tp the Trustees of his intended resignation. CHAPTER VI. DUTIES OE THE APOTHECARY, ETC. Art. I.—The Apothecary and his Assistant shall attend in the office during the hours specified for its being kept open in Art. II., Chapter III., except one hour to each, separately, for dinner; that of the Apothecary not until after two o’clock. Art. II.—He shall carefully observe economy in all things pertaining to his department, and be accurate in the delivery of medicines. In no case is he to change or alter the pre- scriptions of the Physicians, or substitute one medicine for another, without their knowledge and consent. He is to permit no one but the House Physicians and Trus- tees to enter or remain unnecessarily in the office. Art. III.—He shall prepare and compound the medicines prescribed by the Physicians; but no medicine shall be dis- pensed to patients without written directions from the Physi- cians, entered upon appropriate papei*. Art. IV.—He shall in January take an inventory of all the medicines and other property belonging to his Depart- ment, and submit the same to the Board at its next stated meeting. Art. V.—He shall not be allowed to pursue any private medical practice. Art. VI.—All medicines shall, so far as may be practica- ble, be purchased in their simple state, and be compounded by him. Art. VH.—He shall cause all articles purchased on credit for his department to be immediately entered by the persons, DUTIES OF TUE APOTHECARY, ETC. 23 of whom they are bought, in a Pass-book, designating date, quantity, kind and price. The Pass-book shall be placed in the custody of the House Physician. Art. VIIL—He shall keep an Order-book, and shall enter therein all articles required from time to time, for the supply of the Apothecary’s Shoj). The signatures of the President or Vice-President, and of the House Physician to each order in the book, shall be requisite to render the same valid. Art. IX.—He shall report monthly to the Trustees upon the general condition of his department, and shall confide this report to the custody of the House Physician. Art. X.—The Assistant Apothecary shall perform all ser- vices connected with the operations of the Dispensary, which may be required of him by the Apothecary.
