A BILL To regulate appointments in the Marine Hospital Service of the United States. 1 Be it enacted by the Senate and House of Representa- 2 tines of the United States of America in Congress assembled, 3 That medical officers of the Marine Hospital Service of the 4 United States shall hereafter he appointed by the President, 5 by and with the advice and consent of the Senate; and no 6 person shall be so appointed until after passing a sueeeseftd 7 satisfactory examination in the several branches of medicine, 8 surgery, and hygiene before a board of medical officers of the 9 said service. Said examination shall be conducted according 10 to rules prepared by the Supervising Surgeon-General, and \ 11 approved by the Secretary of the Treasury and the President. 1 Sec. 2. That original appointments into the service shall 2 only he made to the rank of assistant surgeon; and no officer 3 shall be promoted to the rank of passed assistant surgeon 4 until after four years’ service and a second examination as 5 aforesaid; and no passed assistant surgeon shall be promoted 6 to be surgeon until after due examination: Provided, That 7 nothing in this act shall be so construed as to affect the rank 8 or promotion of any officer originally appointed before the 9 adoption of the regulations of eighteen hundred and seventy- 10 nine ; and the President is authorized to nominate for con- 11 firmation the officers in the service on the date of the passage 12 of this act. 1885— December 21.—Read twice and referred to the Com- mittee on Commerce. 1886— April 22.—Reported with amendments.
