Office, as announced that Cadet David JV. Payne be appointed a 2d 
Lieutenant in the 1st Artillery, vice Egan, promoted, (Company "I,") 
is, by direction of the President, revoked, and the following will be 
substituted therefor: 
Corps of Engineers. 
Cadet David W. Payne, to be 1st Lieutenant, June 23, 1865, vice 
Mansfield, promoted.
