Commanding officers of regiments will, at once, muster for commu- tation of rations all men of their respective commands who have been prisoners of war, and have not been mustered for or paid commutation of rations for the time they were in the rebel hands. Application for muster rolls and instructions should be made to the Commissary General of Prisoners, and should state the number of men to be mustered. By order of the Secretary of War: E. D.
