The following officers having been detected in forwarding to the North stolen property belonging to the United States, are, by direc- tion of the President, dishonorably dismissed the service: Colonel L. P. Cesnola, 4th New York Cavalry. Surgeon T. M. Hill, 27th Connecticut Volunteers. 111.. By direction of the President, Captain J. P. Foley, Assistant Adjutant General U. S. Volunteers, is hereby dismissed the service for having been taken prisoner and paroled while straggling on the march; an offence which it was his duty as an officer to correct in others, instead of committing himself.
