1.. military Department, to be taken from the Department of the 
East, and called the Department of Washington, is hereby constituted, 
to consist of the State of Maryland, and the District of Columbia 
according to its original boundary. 
Brevet Colonel C. F. Smith, 10th Infantry, is assigned to the com- 
mand of this Department according to his brevet rank. Headquarters 
at Washington City. 
11.. Theodore Talbot, Assistant Adjutant General, is re- 
lieved from the operation of General Orders No. 7, of March 20, 1861, 
assigning him to duty in the District of Oregon, and will report lor 
duty, without delay, at the Headquarters of the Department of 
Washington.
