Brevet Captain Don Carlos Buell, Assistant Adjutant General, to be Assistant Adjutant General with the Brevet rank of Major, February 25, 1861, vice Deas, resigned. Brevet Captain William A. Nichols, Assistant Adjutant General, to be Assistant Adjutant General with the Brevet rank of Major, March 7, 1861, vice Townsend, promoted. APPOINTMENTS. First Lieutenant Theodore Talbot, of the First Regiment of Artillery, to be Assistant Adjutant General with the Brevet rank of Captain, vice Jones, resigned, to date from March 16, 1861. First Lieutenant Richard C. Drum, of the Fourth Regiment of Ar- tillery, to be Assistant Adjutant General with the Brevet rank of Cap- tain, vice Buell, promoted, to date from March 16, 1861. First Lieutenant James B. Fry, of the First Regiment of Artillery, to be Assistant Adjutant General with the Brevet rank of Captain, vice Withers, resigned, to date from March 16, 1861. Brevet Major Nichols will continue on duty with the troops in Texas until after they shall have left that Department, when, as soon as his services can be dispensed with by the Colonel commanding, he will proceed to join his proper station.
