I. Enlisted men who have been (or may become) permanently dis- 
abled, and who hold a certificate of a medical examining board to that ef- 
fect, and who have not been discharged the service, may have their ra- 
tions commuted at ($1 25) one dollar and twenty-five cents per diem, 
whether they are in a hospital, private quarters, or on furlough. 
11. Men liable to conscription, who have joined companies for locn. 
defence, will be discharged from such companies and conscribed. This 
order is not intended to affect companies for which special exception has 
been made by the War Department.
