Enlisted men who have been (or may become) permanently dis- abled, and who hold a certificate of a medical examining board to that ef- fect, and who have not been discharged the service, may have their ra- tions commuted at ($1 25) one dollar and twenty-five cents per diem, whether they are in a hospital, private quarters, or on furlough. 11. Men liable to conscription, who have joined companies for locn. defence, will be discharged from such companies and conscribed.
