I. General Orders, No. 137, series of 1863, is hereby revoked. 
11. Supplies of provisions, in transitu to arsenals, armories and ord- 
nance depots, for the use of operatives, under the order of commanding 
officers of the same, will not ho interfered -with by officers of the depart- 
ments. 
111. As the various rail roads of the Confederacy for the transportation 
of troops, supplies and munitions of war, are under the control of the 
Quartermaster’s department, the orders of Commanding Generals and 
other officers relating to such transportation by rail road, will be imme- 
diately furnished to the Quartermaster General, in order that arrange- 
ments may be made in time to harmonize the various routes, so as to 
prevent accident and delays.
