This is a lecture prepared by me to give at this event, but due to a conflict with essential
business in Washington the speech was delivered by my Deputy, Dr. Faye G. Abdellah.

This was an annual affair and I addressed this group over several years usually on an
update, such as this. Having just given the dinner speech at the “Dining-In” of the
Industrial War College at Fort Belvoir, Virginia three days earlier, I included much of the
material of that speech in this Public Health Service update and added some remarks for
Dr. Abdellah to give in the 3” person.

What appears here are only those pages of a speech, which were not presented in the Fort
Belvoir “Dining-In” speech.
