Phil-- Having just read this exchange, I am
more convinced than ever that the NAS cannot
credibly take corporate responsibility for
the substance of any NRC report. It can and
should establish a process by which reputed
scientists(and engineers) can enter their
critical judgments about an imputed consensus,
and do this pluralistically, and on a parity
of timing and implied authoritativeness with
the committee pronouncements,

I agree with you (or with what I think you
believe) about the futility of NAS refusing to
attempt a collaboration.
