Dear Senator Murphy,

Thank you for your letter and the enclosure dated October 5th
which reached me after some delay. I will be very much interested
to see the appraisal by the Executive Committee mentioned in your
letter and would, of course, wish to give you every cooperation in
the planning of the “efficient, effective and economical health care
system’ to which you evidently give a deliberately high priority. It
is obvious that the heat of an election campaign does not offer the
most appropriate environment for the dispassionate study of such
proposals; whatever the outcome of the election, however, the post-
election session of the Congress should not be overlooked as an
interval during, which to pursue such proposals.
