Dear Smt. Bhalla:

In response to your letter dated May 7th it is my
honor to nominate Dr. Donald A. Henderson for the Jawa-
harlal Nehru Award for International Understanding for
the year 1980.

Dr. Henderson's role as leader of the WHO program
for the eradication of smallpox is already very well
known and is the basis of my nomination. The eradication
of an infectious scourge from the face of the earth is an
unprecedented step in the progress of the human conditions.
It was possible only through an equally unprecedented level
of international understanding and cooperation and by its |
own demonstration lends confidence to further progress in
this field.
