As you know, the DOD has had
an inapprepriate menopoly over
research grants in these areas;
and it is net obvious that State
would be better able te sponsor
the critical and independent inves-
tigations that are se badly needed.
Unfortunately, efforts .to place
corresponding funds in the NSF and
Similar agencies have not had the
game success as the criticisms you
have spearheaded against the DOD.
