Your talk at AAAS Presidents . . . moved me to share the material I just sent to Frank Press.
I have no doubt that Ovchinnilsev [?] is furthering his own career by exciting military support for biotechnology. It may still be possible to mobilize both US and USSR science for a commitment against secret research in this area which is the only hope of defusing a technology race.
