Dear Mr. Kucewicz:

Thank you very much for sending me the capertre book, I
was rather appalled to see it since it seems fo me that publish~
ing these scenarios inflicts a net public disservice by drama-
tizing the possibilities in a way that may become self-fulfilling!

Surely there is a way to conduct policy discourse on such impor-

tant matters without going so far in the direction of inflaming
terrorist imagination.

I don't think there is anyone more concerned about the
realization of those scenarios than I am; but I really do shrink
from helping to make them happen.

One difficulty is of course to try to think through the

measures that will help protect us. The publication of this book
is not one of them.
