has passed the Senate -- see end.
It has most of the virtues and faults of the BWC; and I am uneasy about peremptory [sic] seizure.
On the other hand "weapon" is limited to "hostile purposes or armed conflict" and it is unclear how that might apply to private actions.
(I would have preferred federal jurisdiction over any assault with a biological agent; and not link the language to the treaty.)
