I believe Paul Marks has filled you in -- re the NAS/CISAC/BW meeting.
Here is some background, mainly on the BW arms control part of the story. I will be visiting ACDA/DoS tomorrow. There is, understandably, a bit of institutional resistance to "buying" the Soviet's present account of Sverdlovsk '79.
I hope to call you in a few days.
Would you consider bringing with you to Moscow the NAS 10M reports
"New Vaccine Development Establishing Priorities"
"Vaccine Supply and Innovation"  ?
