P.S. The privileged rate is based on the
R&D relevance and utility of the real-
time projects. Within the school, the
sense of common purpose is enforced by
mutual peer contact.

There is no reason this should not be
achtevable with other university groups.
However, outside users should be informed
that the 1/2 c. rate is not offered as a
mere utility, but is associated with an in-~
tention to cooperate in technical enhancement
of the total system.
