The guideline value is appropriately more conservative than my own crude calculations of an appropriate monetary conversion factor, which I have published some years ago and which I might hope have been a constructive contribution to practice in this area. What this separate note is about is to ask you for references to the rule-making history of this proposed guideline as I have not been able to track it except via the BEIR report. If there have been later developments on the same subject, I would be most interested to hear of them.
