I would see little merit in re-entering the same material. I am enclosing a published article which expreases my present views. As this is already on the record you may, of course, make any fair use thereof that you see fit. My remarks obviously do not cover the contingency of a catastrophic release of radioactivity in excess of the AEC's own standards. However, I do not believe I can make a competent judgment on the sufficiency of current precautions, I think you will find other papers in the September 1971 issue of the Bulletin of the Atomic Scientists of great interest and relevance to the present case.
