In my opinion, the process by which radiation standards have been promulgated to date is defective for lack of a clear statement as to the level of public health hazard that can reasonably be expected as a consequence of a level of radiation advocated as "permissible". It may well be that reasonable men might conclude that the cost of such a level of exposure is more than counterbalanced by the benefits of useful applications of nuclear energy. However, this decision on a matter of public policy should be made on premises about anticipated costs that have been clearly exposed, rather than embedded in more technical inferences about the bio- logical effects of radiation exposure. The above statement, with referenced attachments represents my best know- ledge and true belief on the question of radiation standards.
