Dear Mr. President,

Let me simply record my appreciation for the forthright
stand that you have taken on the extension of our unilateral
renunclation of biological weaponry to include toxins.

May I also record my enthustastic concurrence with the
position offered by ACDA Director Smith at the Geneva Conference
that a convention to outlaw biological weapons be negotiated
promptly and separately from other outstanding issues.
