the preamble (first couple of paragraphs
lead-in),

North-Californians would add a strong postcript
on the dedistribution of water resources
at great expense and incidental ecological -
damage to already overcrowded areas
like LA. Also keep nuclear reactors
away from existing centers of high popn.
