In answer to your request of January 22, 1970, addressed to Mr. E. N.
Cole, President of General Motors, I am enclosing a copy of Mr. Cole's speech
presented to the annual meeting of the Society of Automotive Engineers, Janu-
ary 14, 1970, in Detroit, Michigan. Also enclosed is a copy of the paper
"Future Emission-Controlled Spark-Ignition Engines and Their Fuels," presented
to the American Petroleum Institute in May, 1969. This paper includes, on
pages 20 and 21, a discussion of effects of tetraethyl lead on vehicle emissions
and engine performance. General Motors' data is included, as well as references
to the work of others which is described in the technical literature.
