association of MAXIMUM SERVICE TELECASTERS / INC. 1785 DeSales St., N.W. Washington, D. C. 20036 District 7-5412 July i, 1969 Lester W. Lindow, Executive Director Professor Joshua Lederberg Department of Genetics Stanford University Palo Alto, California Dear Professor Lederberg: l read your July 5 article in the Washington Post entitled "Street Crime Provides a Case for Rationing Radio Channels" with considerable interest since the Association of Maximum Service Telecasters has done a great deal of study and analysis in the land mobile radio area during the past year. We believe, and other authoritative sources believe, that an examination of the facts surrounding land mobile's use of its assigned spectrum will indicate that this particular portion of the spectrum is in dire need of rational manage ment. We are sending you under separate cover our comments filed with the FCC on April 30 which cover the two»way radio situation very completely. I suggest that you read in particular pages 1*53 in the Reply Comments booklet and pages lell in Exhibit 6 (the Nathan study). If you are interested in the reaction of UHF»TV stations (48% of UHF-«TV spectrum allocations are for educational TV stations) to the proposal of land mobile radio proponents that the Commission reallocate UHF*TV channels 14-21 to twomway radio use, you will find such reaction described in Exhibit 5. I hope that you will find this information interesting, informative, and useful. Lester W. Lindow Executive Director LWL/dlf Board of Directors Jack Harris, KPRC-TV, Houston, Texas—President John H.
