Thanks a lot for sending me your column on inspection. It
may interest you to know that the question of substitetine for a

formal inspection requirement an informal agreement to satisfy one

of the parties to explain suspicious events is very much in focus in
current discussions. I might mention that the question of opposition

to inspection is not as one-sided as might appear; during the nego-~
tiations on the Nuclear Non-proliferation Treaty (NPT) the West Europeans
ob jected to a reactor inspection mich more than the Russians. The
arguments given by the West had to do with preserving commercial secrets.
