Dear Josh:

As my period of service as Special Assistant to the President and
Director of the Office of Science and Technology draws to a close, I
would like to thank you for your willingness to participate in the work
of this office and of the President's Science Advisory Committee.

There have been many expressions of appreciation from President
Kennedy, President Johnson and senior officials of the government
for the contributions of this office to understanding and resolution of
major issues of national policy and programs. These accomplish-

ments would not have been possible without the direct participation =
of consultants who have given so generously of their time and have a
responded unhesitatingly to requests for assistance. I leave with ~~
the firm conviction that the continuing vigor and balance of scientific i S
and technical advice at the Presidential level depends on the ability fy
of this office to maintain strong ties with the most creative and capable *
members of the scientific and engineering community. o
My successor, Dr. Donald Hornig, will need to review with the Presi- 7
dent's Science Advisory Committee the activities of this office, the a

existing panel structure and arrangements for consultants, bearing in
mind the changing problems of the office.

In closing, may I express to you again my very great appreciation for
your help.
