Dear Barney:

We were all disappointed in the Congressional
action which cut the SETI program from the NASA
budget for FY '79. Everyone in the Executive
Branch was behind the SETI proposal including the
President, OMB, and my own office.

We will try again next year perhaps in another
guise, and perhaps with a better effort to convince
Senator Proxmire and Congressman Boland that this
is an extremely worthy project, with great potential
significance to the course of human development.
