I had a chance to talk to Bob K. about this.
Until early November I will be very busy preparing an assessment of "Yellow Rain" -- which is cognate to the principal military implications of Biot'y. I will be glad to use this for a report to your committee.
I am not eager to put my comments in a published forum, even if unclassified -- enough wicked ideas are afloat already, and some of these would be all too easy to implement.
Would my report be confined to the committee?
