C. 20006 Dear Fred: Thank you for your letter of January 19th inviting me to join the R&D Panel of CSIS. I am happy to accept. In fact I have pressed for a similar review on the part of the Defense Science Board, and it may be advisable to coordinate with its secretariat to avert those duplica- tions that might be counterproductive. Doubtless you will have more than one member that can function as liaison. To what extent will net assessment be attempted de- Spite the vexing turf questions this provokes? As a panel will you have clearance for access to the more sensitive programs? Finally, I hope considerable attention will be given to R&D needs related to tactical needs in distant theaters. I have grave trepidations about overconfidence in what our forces can do that could lead to ambushes with the gravest geopolitical consequences. sincerely, “4 7 STO f cc: Dr. Frederick Seitz The Rockefeller University shua Lederberg
